Treasury and upkeep

#City treasury

Every city has a treasury. Whoever has the permission deposits or withdraws silver. City purchases, such as more chunks or outposts, are only paid from the treasury after confirmation.

#Upkeep

A city pays upkeep for its land on an ongoing basis. If silver is missing, you get a warning.

#If nobody pays

A city goes through these stages:

1. Active: everything is fine
2. Upkeep in arrears: pay the arrears from the treasury
3. Frozen and protected: the city is frozen, your builds stay protected
4. Ruin: the city has decayed
5. Wilderness: the land is free again

Settle city arrears brings the city back. A ruin can be taken over.

#Bought plots

Sold plots stay protected with their owners, even if the city has problems.

#Dissolve the city

Whoever has the permission can dissolve the city.
